Israel’s property market has a reputation for being expensive — and in Tel Aviv and central Jerusalem, it is. But plenty of cities offer genuine value, especially for Anglo olim and buyers who are flexible about location. Here’s where to look if budget matters.
What counts as “affordable” in Israel?
For the purposes of this guide, affordable means a 3-room (2-bedroom) apartment under ₪1.5 million, or a 4-room under ₪2 million. In Tel Aviv those numbers are unrealistic. In the cities below, they’re achievable — often comfortably.
The North
Maalot-Tarshiha
One of the most affordable cities in the country. Three-room apartments regularly list under ₪900,000, and four-rooms under ₪1.3 million. The Anglo community is small but growing, and the Galilee scenery is hard to beat. Good for remote workers and families who want space.

Tzfat (Safed)
Historic, beautiful, and significantly cheaper than the coast. Tzfat has a well-established Anglo and religious community. Expect to pay ₪800,000–₪1.3 million for a 3–4 room apartment. The tradeoff is limited job market locally — most residents commute or work remotely.
Karmiel
A planned city in the lower Galilee with a sizeable English-speaking community, good infrastructure, and prices well below the center. Four-room apartments in the ₪1.2–₪1.6 million range are common. Strong rental demand from students at ORT Braude College.

Akko (Acre)
A mixed Jewish-Arab city on the northern coast with some of the lowest prices in the country for a coastal location. Still undervalued relative to neighbouring Haifa. Worth considering for buyers who want sea access without Tel Aviv prices.
The South
Be’er Sheva
The capital of the Negev and Israel’s fourth-largest city. Be’er Sheva has a large Anglo community, Ben-Gurion University, a growing tech sector, and property prices that feel like a different country compared to the center. Three-room apartments from ₪900,000, four-rooms from ₪1.2 million.

Dimona
The most affordable city on this list, with prices starting well under ₪700,000 for a 3-room. Dimona is a serious value play for investors or buyers comfortable being off the beaten path. A government push to develop the Negev means infrastructure investment is ongoing.
Kiryat Gat
A fast-growing city in the south with good transport links to Tel Aviv and Be’er Sheva. Intel has a major fab here, which has driven employment and demand. Prices have risen but still offer value — 4-room apartments in the ₪1.3–₪1.7 million range.

The Periphery of the Center
Pardes Hanna-Karkur
A favourite among Anglo families priced out of Ra’anana and Zichron Yaakov. Pardes Hanna offers a relaxed, community-oriented lifestyle about 40 minutes from Tel Aviv. Four-room apartments in the ₪1.5–₪2 million range — significantly cheaper than comparable homes in Ra’anana.

Afula
The capital of the Jezreel Valley, with prices among the lowest in the northern-center region. Good for families who want a real city (hospitals, shopping, schools) without city prices. Three-rooms from ₪950,000.
Beit Shemesh
Worth mentioning for Anglo buyers specifically — Beit Shemesh has one of the largest English-speaking communities in Israel outside of Jerusalem and Ra’anana. Prices are higher than the southern and northern periphery but well below Jerusalem. Four-rooms from ₪1.6 million in the Anglo neighbourhoods.

What to watch out for
Low prices sometimes reflect real tradeoffs: limited employment, weaker public transport, smaller Anglo communities, or lower resale demand. Before buying in an unfamiliar city, it’s worth spending a Shabbat there, talking to locals, and checking arnona rates — municipal tax varies significantly by city and can add a meaningful cost to ownership.

New developments: sometimes the best value
In several of these cities — particularly Kiryat Gat, Afula, and Be’er Sheva — new developments offer staged payment terms: typically 10–20% on signing and the rest on handover. That can make a new apartment more accessible than a resale even at a similar headline price.
